Business Impact Statement for Ordinances 2024-08, 09 and 10

Ordinance 2024-08 – Budget

Change to Chapter 2 of the City of Fellsmere Code of Ordinance creating a new section 2.92 Budget. The contents of this new section are a reflection of the current budget process and include no new services or responsibilities of the City beyond what is currently offered or conducted. As such, there is no impact to business by adoption of this Ordinance.

 

Ordinance 2024-09 – Budget

Change to Chapter 2 of the City of Fellsmere Code of Ordinance by amending Sections 2-167, 2-168, 2-169, 2-170, 2-171, 2-173, 2-174, 2-176 and 2-179.

Section 2-167 – Requires code violators to inform the City in writing when the violation is resolved.  This requirement to be in writing in lieu of just inform the City may require additional time versus a simple phone call but such additional time would be de minimis. All other changes are word smith with no business impact.

Section 2-168 – Clarifies how subpoenas can be served.  No business impact.

Section 2-169 – Outlines duties of Code Enforcement Officer.  These duties are already a function of the Code Enforcement Officer and add no new duties to this position. As such, no business impact.

Section 2-170 – Clarifies that an abatement of the City Council on a Code Enforcement fine shall not include an abatement of the costs incurred by the City. Although this is current practice, this code amendment will result in potentially less forgiveness in amounts due but does not impose any additional business impact.

Section 2-171 – These changes are current code language moved from one section to this section for better readability.  There are no new cost implications and as such no business impact.

Section 2-173 – Clarifies that all costs associated with case shall be reimbursed by the Respondent and further clarifies that repairs performed by the City will be billed at cost plus 15%. Although both are current practice, this code amendment will result in potentially more amounts due but does not impose any additional business impact.

2-176 – Wordsmith for readability. No business impact.

2-179 – Outlines fines associated with specific code violations. These fines would have been levied without the code change but might have been at different amounts.  As such, business impact would occur if a violation occurs by the business.

 

Ordinance 2024-10

Change to Chapter 2 of the City of Fellsmere Code of Ordinance by amending Sections 2-237 and 2-238. The contents of these changes are a reflection of the current purchasing process and include no new services or responsibilities of the City beyond what is currently offered or conducted. As such, there is no impact to business by adoption of this Ordinance.
