Community Redevelopment Agency

The Fellsmere Community Redevelopment Agency (FCRA) was established by the City Council in 2005 to guide the City in its redevelopment efforts. After finding it necessary to arrest the blighting conditions that threaten its commercial core, the CRA district was encompassed within the boundaries shown on the CRA Map.

Focused around improving the areas along CR 512, Broadway, I-95, CR 507, and Willow Street, the FCRA’s and City’s planned projects include:

  • Creating a sense of community and marketing the area through special events and programs, such as Fellsmere Day, Farmer’s/Flea markets, the annual Frog Leg Festival
  • Broadway Streetscape, which will include decorative lighting, landscaping, pavers, enhanced medians, and sidewalk/parking improvements
  • Using the Trans Florida Railroad (old Fellsmere Railroad) as a greenway to connect the east and west ends of the city, bringing everyone through the downtown, which will spur economic development and eco-tourism
  • Finding ways to “stack” various funding sources to create the most impact, such as CDBG to make improvements to roads and drainage in the Hall Carter James subdivision; TIF funding for Façade Grants for commercial and residential rehabilitation; grants for land acquisition, parks and recreation; and regional stormwater management efforts;
  • Bringing in the first bank, Oculina Bank, by leasing them a portion of a City Owned property on Broadway Street
  • Targeting sites for development and redevelopment by the private sector
